It's our government and if our government can't create an economy which meets basic needs then yes it needs to be changed.

No, the landlord should not be allowed to do that because it is terrible for society and housing availability. People will rent luxury units when there are no other affordable options, but then many people cant. These people in a trailer park can't.
We do not need more luxury developments for society. We need to maintain affordable housing and build affordable housing

Hi! I recently hung out with someone who had a bite-y dog they had adopted without being notified that the dog had a biting problem.
Their solution was to have the dog wear a muzzle around everyone else. The dog seemed perfectly happy.
I don't know if this helps, but I'm sorry you are in a difficult spot with this puppy
