I just happened to show up to the DOL 362 days before my licensed expired. There was a snow storm and no one else there. They let me know I could renew now if I wanted to, so I did. License showed up in the mail days later and it was like getting an extra year. The expiration date has nothing to do with the renewal date, it's based on the expiration date.

I would like to know how many accidents were caused with people who had a .05-.07 BAC. Is this bill being proposed because the evidence shows that people at .05-.07 still cause significantly more accidents?
I'd think a former trooper would be able to get those numbers pretty easily and see if the numbers make the case for him.

Yes, but it isn't quite as easy as that. You give written notice, there's a time frame, then you have it done, you pay for it, then you take it out of rent. Talk to a tenant group to find out exactly how it's done. /u/pullmantenantsunion is one that I know of.
