May be wrong on this- I remember there being a sign on the fencing by the bridge but I may have mixed up URA with RAAC.

I'm a civil design professional with experience in pedestrian infrastructure and public infrastructure grant funding - this bridge was a childhood hotspot of mine and I'm very interested in this project.
OP - Do you know What organizations/companies are specifically tasked with this project? I know URA owns the site, do you have any info on state/local organizations who will be involved?

Tell your landlord to contact PGH2O and have them review the leak and whether a credit can be applied. PGH20 has the ability to detect when a leak occurs...I'm not exactly sure of the process, but there's a possibility that they have a system in place for this.
For reference, when I check my own bill online - there is a site that monitors leaks.

Based on Topographic Maps, and counting 20' interval contour lines - looks like its about 100 to 120' high from I-376 to the crest of the valley.

For reference - this is the current location of the Mellon Square underground parking garage today.
From Pittsburgh Historic Maps, it appears that by 1872, the cemetery was relocated, and buildings erected on this corner. Anybody have any other information?
