pirate radio stations often make use of channels that otherwise have other content being broadcast on them. most such stations cover very small distances, but within those ranges, they become the dominant stations.
as such, you could be listening to NPR while approaching that house, then suddenly be serenaded with an adventurous-sounding theme as you passed by. if a given pirate happened to be feeling particularly naughty, they could research the most-listened-to stations in their area, set up their system to locally dominate the requisite channel, then broadcast either police sirens, loud horns, or selectively chosen clips of hardcore pornography.

it is likely a pirate radio station.
my guess is that it is playing "He's A Pirate" (by Klaus Badelt) on a loop.

the title is referencing the fact that posters in /r/Pics are showcasing their neighbors' yard-bound corsairs.

it is funny because the "stress-relieving" box of tea has very visibly had frustrations taken out on it.
it is also funny because "stress-relief" should have been hyphenated. as it is currently written, the term "stress relief" means "emphasize reprieve." since the the alleged reprieve has indeed been emphasized (by way of the aforementioned box-mangling), the title – "One of my roommate’s tea boxes stands out to me… I’m not sure why" – is making a second joke.
finally, it is also funny because there is an asterisk next to "soothing serenity blend." if you look at the back of the box, the caveat will probably say something like "The term 'soothing serenity' is being used to mean 'causing of explosive diarrhea that has been classified by the Geneva Convention as a weapon of mass destruction."
(it may not actually say that, but it would be very funny if it did.)

there are days when i, too, feel like an exhausted frog who has resigned himself to that fact that he will be forever haunted by a red square full of arcane letters.
some days, i can even hear the square nattering its fast-forward gibberish into my ear, and it does not listen when i tell it that i just want to lie on my back and be shiny.
