I’ve installed plenty of gutters here in Vermont. If they’re installed correctly, in the correct place (i.e. accounting for slope and overhang), and snow load is considered, then they stay up just fine.

This is correct. No permits were issued for several buildings. Zoning and permitting exists for a reason. This Gadsden flag flying citizen has to obey the same rules as the rest of us. The buildings should be demolished and he should be sent a bill.
