Accenture are already a consultancy and management company. Most fucked up projects are that the customer doesn't have a clear idea on what they want, and that when the initial releases are avaliable (90% point), they change their minds or want to add on more functionality.
FYI - my partner is director level in a closely related company. She often fire-fights a lot of truely messed up projects.

Accenture and other companies already out-source a lot. A lot of dev work is done in India or Eastern Europe.
This is more losing BAs and managers. A lot of companies assumed that Covid growth rates would continue, they haven't.

The main problem with ISS is that it was never designed to last this long. What started as a nice neat science module has become a rats nest of cables and pipework. At least it hasn't gone as far as Mir, where they threaded cables and air con through throttle interconnecting doors.

The present thinking is that the oxygen will come from ice in deep pockets in crater walls at the Lunar South Pole - Specifically Shakleton Crater. Being near the pole gives near constant sunlight for the base and for the electrolysers.
If the O2 is generated in the crater, it will need to be moved to make it available for the Base and launchers. Initally that will be by rover. The aim of this research is to see how they can locally produce gas-tight pipelines from regolith

This type of collaboration is not unusual in the physics world. I used to world at a Synchrotron that was being commissioned and it was interesting to see how many techniques were drawn from machines around the world.

The issue is that there is NO 'centre of the universe' to measure against. Because of expansion and inflation and that (as far as we know) the universe started from a Singularity, every point is 'the centre of the universe'. No matter were we are looking from, every other point is moving away from us.

They definitely don't want to drag contracts out! They would lose money doing so. Follow-on work is usually due to the customers wanting to change or add to the objectives.
