I think you can still use them. You would probably prep the rough opening the same way as you would a new construction window, with a sloped sill (using cedar siding) and flashing installed in the correct orientation and locations. The important part will be how to you water proof it without a flange, but that will depend on how the window is constructed. If you wanted to get fancy you could probably even make a flange from aluminum stock and a good caulk like OSI quad max or something.

Developers want more units, not bedrooms.

I think you are greatly overestimating how many people would live in these kind of 2 bedroom apartment. A lot of these apartments are filled with 1-2 adults at most. They have been building these builds for a while in my town and we haven't seen any rush on schools. In fact our school population has been shrinking.

For my town, it seems like 70-80% of the apartment units built around the trains have been 1-2 bedroom units. I don't think that's going to cause a massive influx in students in school.

Yeah, check out the prices at the ones in/around the city.

In the burbs or around the city?

It can be a big range. Places like bright horizon can be like 3700 a month, while a smaller independent center will be around 2000.

I switched to Amazon pharmacy because all the local pharmacies (CVS, Walgreens, etc) are all a dumpster fire right now. Poor pay, not enough techs, everyone is overworked. It’s just a recipe for disaster.

Bonus if you are a prime member, they give you discounts of meds, some months I actually pay less as a prime member than I would with my insurance copay.
