Somebody linked the sketch of the dress up above, it’s in the article. It’s not backwards and if they and actually constructed it properly and fit it to her the dress would have looked pretty.

The dress looks pretty in the drawing but they made no effort to make it actually fit her body so it just looks bad.

Topical means a cream or ointment that is spread on the skin. Before or after doesn’t matter. You can use a topical medication to prevent a condition or to treat it after it’s occurred.
