Holy hell, I agree with you but you really are missing the point. The water would have been treated at a separate facility operated by a separate entity. That facility just happens to be on the same property as the abysmally run treatment plant.

Snowmageddon was crazy. No school for two weeks, I had just gotten an iPod for Christmas and discovered Pink Floyd and other music during that time. Great memories!

Russians are black and brown, wow.
Also, capitalizing “Black” specifically refers to Black Americans as they are a distinct group within the US. Not to people who are black skinned.
The Washington Post also missed the point entirely by capitalizing “White”.
