Criticizing a piece of legislation will, therefore, always be a criticism of whoever was in power when it was passed. To remain impartial, according to the BBC’s definition means never criticizing legislation. Which means the BBC cannot hold politicians accountable for poor decisions.
Impartial means looking at the impact of the legislation rather than commenting on who wrote it. As far as I can see, that’s what Lineker did in his tweet.
