I twist together with lineman's pliers (nines). Then trim the end. Twist on a wire nut and then tape with black tape. Make sure the tape is wrapped the same direction to tighten the wire nut.

I bet this guy is right. Auto might make it a motion sensor light. PC makes it a dusk till dawn light.
The light switch it's connected to has to stay on

This sounds like a terrible idea. That will mess up the wood floor for sure. If you want heat, use a heat gun and a scraper, not boiling water.

No. Open the window then close it on the board.

I built a spray booth for airbrushing out of a cheap bathroom fan and a half sheet of plywood. It vents though a 1x6 that cut to fit in a window.

Do you have a crawlspace or basement? If this was me I would plan on removing back to below the floor and possibly stubbing up inside the wall.
Floor valves like this get exposed to all kinds of bathroom cleaners and toilet splash and will corrode faster.

Need to trace back and find where there is 120v and then troubleshoot from there out.
It could be a switch, the unit itself, or even a bad breaker if the heater is high load and the house is older breakers do go bad.

There's repair plugs made with screw terminals inside, but yeah it's really easy to replace appliance cords. There usually accessable because of the different 3 or 4 prong outlets.
