Seems like this is a temporary policy. If things get better they will lighten up. If things don't then what else can the mall itself do. Solutions need to come from government as a whole, not a single private entity.

If you offer a massive discount like rent the other half at $750 you can likely get a roommate fairly quickly. I suggest finding the forums/listing boards for the local community college, hospital, and armed forces bases and posting there to see if there's any interest.

I wonder if the Honda merged in front of the truck without giving it enough room to stop. I see too many people driving recklessly like that these days and not take regular physics into account. Large vehicles need a lot more space to be able to slow down/stop even if the driver slams the breaks instantly.
