I like edge fitness on Garfield Street. Can be a bit busy but it has a very solid range of equipment/weights. Also, very affordable.

I agree with a lot of these comments but i would also like to add Dante's Kitchen. It's not actually in Providence (East Greenwich) but it's very very good.

Not really sure about Mexican neighborhoods specifically but there are a few areas with a big Latino/Hispanic presence. The south side of Providence has a large Dominican/Puerto Rican/Caribbean community. Central Falls has a more central/south america/mexican community I would say. Good places to start.
