It's quite possible that it's not him but a family member who has a disability but the placard goes with the person with the disability, not the vehicle. Many people just leave it in the vehicle and other family members take advantage of it, which is wrong. They could be fined or have their placard revoked for doing this but I've never seen that happen.
I suppose you could have called the police and they would have had to show their person with a disability card to prove the placard is for them personally but mostly the cops can't be bothered to send someone.
As for you trying to determine a disability with your eyes, it doesn't work that way.

I was convinced someone cut my lights in multiple spots one year. That was until my neighbor showed me the footage of the squirrels stealing the C7's after they chewed through the wires.

Um prosecutors prosecute. They work for the County and represent their interests, not the person who has the citation.

The commute into the city from either is fine.
There is a state income tax and sales tax. Be prepared to have your mind blown when you see what the real estate taxes and rents are.
I personally love Montclair. The shops, the restaurants, the medical care quality and availability (Yea Summit Medical Group!), the Wellmont Theater, the selection of wellness and self-care services ... It's lovely, and very walkable.

Their prices have gone WAY up. I had a friend who recommended them and I was shocked by how much it cost and I don't have "special" eyes.

You are planning on driving into the city for work? Parking will run you about $600 a month and the toll is $16 round trip but a little cheaper if you use E-Z pass.
For a 30 minute commute by car, you will either be heading in at 5:00 am or living less than 100 feet away from a tunnel entrance.
Unless you work IN your car, take public transportation. It's faster and much cheaper.
Large management companies tend to have the 30% or 3x rule but smaller buildings and private landlords are more lenient. Broker fee is one month's rent. The closer the town is to NYC or a train station, the higher the rent.

I don't know which line you are taking, but the ones I use will not let you board if your pet is not in a carrier.
Amtrak only allows dogs & cats up to 20 lbs in a carrier with current vet records for an additional fee and not on all routes. It's also limited to 5 total on the train so if 5 other people are already on with a pet, they won't let you on.
