Sadly it may have west Nile virus or another illness, birds of prey typically are not that calm and rarely perch that low when they have other options.

Second Fritz. Bought a used jeep recently and went to them for inspection. Had some minor work done fast and affordability. Asked them to change the oil while they were at it. They checked it out and it had a brand new oil filter and oil. Most mechanics would have charged me and done unececary work. There is something to be said for an honest mechanic shop. I will be going there with all my vehicles in the future.

Sorry to hear that. Please don't give up on the whole unhoused population, many of them are really great people just on the wrong side of a coin flip. There are a number of known people in the general population that cause issues, as well as some people that can not afford their meds or don't take them. But as a whole the community seems to police its self fairly well.
