The UK Gov can just ask the US Gov for any data, as they already have access to Signal. Or the UK could threaten to ban them like the US does to other non-US companies.

Read a number of their reports and they have been on the money. Legit outlets, even the most respected, sprout lies as good as any other.

No I haven't. That piece did not mention it. I knew they were putting out an update but I didn't know when. So Windows 11 Explorer has tabs standard. Good to know.

Still lacking tabs.
Edit: As was pointed out, I was wrong, Windows 11 Explorer does have tabs as of 3 months ago. After 15 years of waiting for Microsoft to implement this I thought they had delayed it again.

The countries that are blocking it are not serious about it. Its a tactic to get a better deal from Microsoft outside of gaming.

Microsoft probably regrets not deciding on the Intel 10th gen CPU as the minimum for Windows 11, not the 8th gen. Microsoft thought Intel 8th gen would be enough for people to buy a new PC's with Windows 11.
