Well, paying cash is a little bit complicated. First, a lot of people pay cash because they are using the sale of another house. Person A buys a house for 500k, then the market took off, he sells it for 800k to buy another house for 800k. That is a cash purchase. Second, banks are doing cash equivalent loans. This means the buyer is pre approved for the loan, no risk of the loan falling through. This is debt, but cash to the buyer. And then finally yeah, you have people who have cash on hand to buy housing.

I am married and still not an expert, but I do know this guy needs professional help. Having your partner do some so unimaginably horrible creates a conflicting image of someone who you love dearly, and your brain can’t rationalize these two incomparable facts. He wants to forgive because he still sees her as who she was before this tragedy - probably the most important cornerstone of his life that he would do anything for. Reconciling how someone you know like that can do something so out of character is going to take lots of therapy to work through and unpack.

That's not how cities work. Cities set a budget. In this case, Mass DOT would make this part of their request to the governor when he sets the budget. All money that comes in goes to the general fund, unless it is allocated to different parts of the budget (like gas tax revenue, for example). If there is too much money in the general fund, then by mass law it gets refunded to the tax payers.

Long answer is it depends on a number of variables like temp and humidity, but heat pumps generally cheaper to run than a gas boiler down to low single digits. It's cheaper than oil even lower than that. So heat pumps are cheaper to run for most of the temperature range that we get here in Massachusetts. There will be a few times during the year where gas or maybe even oil will be cheaper, but those days will be uncommon.
